TORRINGTON — The body of an infant found in a Harwinton reservoir in March by Bristol Water Co. workers was tossed there by a Torrington man who told police he helped a young mother dispose of her stillborn son, according to an arrest warrant made public Friday in Torrington Superior Court.

Benjamin Edgerly, 21, was held on $100,000 bond after arraignment Friday. He is charged with conspiracy to commit concealment of delivery and disposal of bodies.

The water company workers found the body March 21 while checking the reservoir. The Western District Major Crime Squad, called in to lead the investigation, later found the baby was born March 13 to a 19-year-old woman in Portland.

The mother told police she was alone at her grandparents home when she gave birth to a boy, she named Connor, but the umbilical cord was wrapped around his neck and his lips were blue when he was born.

Panicked, she wrapped Connor in a towel and stowed him in a box in the basement until she reached out to a friend, Edgerly, for help, the warrant states.

The mother and Edgerly went to police March 22 after the body was discovered and told their story. The mother has not been charged.

The medical examiner determined Connor was stillborn. He died in the uterus as the result of the inflammation of the fetal membrane due to a bacterial infection, the warrant states.

Edgerly dropped the bag over a fence off Route 72 into Bristol Reservoir No. 4 reservoir March 20.

After a drug overdose incident in April, a Bristol man was arrested and charged with distributing heroin.

According to a press release issued by the United States Attorney for the District of Connecticut, 47-year-old Roger Tuscano of Bristol appeared in court yesterday in Hartford, where he was released on a $100,000 bond into an inpatient drug treatment program. This matter stems from an ongoing statewide initiative targeting narcotics dealers who distribute heroin, fentanyl or opioids that cause death or serious injury to users, the release said.

As alleged in court documents on April 26, the Southington Police Department and emergency medical personnel responded to a home where they found an unresponsive, 54-year-old woman who suffered from an apparent drug overdose.

Although first responders attempted lifesaving measures on the victim, such as administering naloxone, she was sent to the hospital where she died on April 28.

At the scene, officers seized drug and non-drug evidence, including four wax folds that contained heroin, the release said.

The state’s Chief Medical Examiner determined that a combination of heroin and clonazepam caused the victim’s death, the release said. Allegedly on the morning of April 26, Tuscano sold heroin to the victim at a New Britain gas station.

Tuscano faces charges of possession with the intent to distribute and distribution of heroin—and offense that carries a maximum term prison term of 20 years.

Detectives were able to identify the source of the heroin that is suspected to cause the death and traced it back to a transaction with Tuscano shortly before her death.

Bristol man faces 41 months behind bars for IRS scam

A Bristol man faces 41 months behind bars for taking part in an IRS impersonation scam that defrauded more than 500 victims in the U.S. and Canada.

According to a press release from the United States Attorney for the District of Connecticut, 53-year-old Douglas Martin was sentenced last week to a federal prison for Jan. 4, 2018.

According to court documents and statements made in court in October 2015, Nancy Frye of Bristol received phone calls and text messages from individuals who successfully recruited her to pick up money that was wired through MoneyGram and Western Union and to deposit money into specific bank accounts, the release said. In turn, Frye recruited Martin and others to assist her in picking up wired funds from locations in central Connecticut, the release said. Frye then deposited the money that she collected into bank accounts, the release said.

Between October 2015 and May 2016, Frye and others received $588,000 in wired funds from 547 victims, the release said. Martin, who was released on a $25,000 bond, took part in the scheme from January 2016 to May 2016, the release said. He was ordered to pay $279,881.23 in restitution, the release said.

Both Frye and Martin were arrested on Sept. 15, 2016. On May 18, 2017, Martin pleased guilty to one count of conspiracy to commit fraud, and pleaded guilty a month later.

Martin’s criminal history includes more than 40 state convictions, the release said.

Since October 2014, the Treasury Inspector General for Tax Administration (TIGTA) has received reports of more than 1.9 million impersonation-related calls with more than 10,400 victims of reporting losses of over $56 million, the release said.

Individuals who participate in an IRS impersonation scam falsely represent themselves as IRS employees to obtain money from victims. The scams typically come in the form of unsolicited phone calls in which the impersonator tells the victim that he or she has an outstanding debt with the IRS that must be paid immediately. The impersonator then threatens the victim with either an arrest or a lawsuit if the bogus IRS debt is not immediately settled. Victims are told to wire money to people they believe are IRS employees in order to avoid the threatened action.
