Officers saluted for July incident

Three Bristol police officers—Brian Jones, Vincenzo Infante, and Daniel Perkins– received awards at the Aug. 19 Board of Police Commissioners regular meeting for their actions in responding to an incident involving a firearm on July 10.

Each officer received a Letter of Commendation and Officer of the Month Award for their “outstanding work performance above the normal course of duty that is an example to all other employees, placing the Bristol Police Department in a positive light,” according to a press release from the police department.

On July 10, a press release from the department explained, Bristol police dispatch received a 911 call that was disconnected by the caller. Dispatchers were unable to make contact with the source of the 911 call and per department policy dispatched officers to check on the caller, said the release.

Officers Jones and Infante responded to the address and knocked on the apartment door, police said. A male opened the door and displayed a handgun –the handgun was not aimed at the officers, said police. The male ignored verbal commands given by the officers to drop the weapon, release said. “The officers, at great risk to their own safety, then attempted to physically subdue the male and gain control of the handgun.”

“As the two officers attempted to control this male, a female walked into the room – also carrying a handgun. She did comply with officers instructions to put the handgun down,” said the department’s release.

Officer Perkins arrived on scene to assist and the three officers were able to disarm the male, secure the firearm, and take the male into custody.

Police accuse woman of leaving her 2-year-old in car all night while she drank at bar

A woman was arrested after police said she left her 2-year-old in her motor vehicle while she was in a bar, where she  was intoxicated to the point of sleeping at the bar.

Police said the woman, Kelsey James, 22, of 38 Skyview Terrace, Bristol, was taken into custody and charged with risk of injury to a minor, and leaving an unsupervised child in a motor vehicle. 

Police said that on Aug. 22, around 11:56 p.m., officers were sent to City Sports, 177 Farmington Ave., Farmington after receiving a complaint about an intoxicated and incapacitated female sleeping at the bar. The officers assisted EMS and the woman was taken to the Bristol Hospital for treatment and evaluation.

Around 5:20 a.m. Saturday, police received a call from the hospital. Police were told James was now lucid and was asking about the whereabouts of her 2-year-old daughter.

Upon receiving a description of the suspect’s vehicle, officers returned to the parking lot of City Sports where they found the child sleeping in a car seat in the back of the car.

Police said the 2-year-old was taken to Bristol Hospital for evaluation and is being held there for representatives of the state Department of Children and Families.

Police said James was released on a $50,000 surety bond for appearance in Bristol Superior Court on Sept. 2.

 

Arrest made in July violent assault

Police had an arrest in connection with a July assault on Park Street.

Nikolas Avallone,23, of 60 Mills Street was arrested Tuesday at approximately 9:21 p.m. as he exited a School Street apartment. He was charged with assault in the first degree. His bond was set at $200,000.

Bristol police said the arrest was made on a warrant approved by Bristol Superior Court regarding a violent attack July 22. Police accused Avallone of assaulting a 50-year-old male in front of K & S Liquors, 191 Park St., at approximately 8:06 p.m. The victim had been both punched in the face and then kicked in the face as he lay on the ground, rendering him unconscious.

The victim was taken to BristolHospital for treatment of multiple facial fractures, a broken upper jaw, and a broken nose.

Police said Avallone could not meet the bond requirement and was scheduled to be presented at Bristol Superior Court on Aug. 27.

Police said assault in the first degree is a class “B” felony. The charges, if convicted, carry a sentence of not less than five years but no more than 20 years.

 

Couple accused of trying to break in to vehicles on Burlington Ave.

A man and a woman were arrested on Thursday morning after police say they were spotted trying to break into vehicles on Burlington Avenue

Officers charged Jared J. Garand, 25, of 79 Birch St. in Unionville, with burglary in the third degree, criminal attempt at larceny sixth degree and conspiracy to commit larceny in the sixth degree. Police also arrested Nicole Raboin, 22, of 172 North St.,  A-1, Bristol with criminal attempt at burglary in the third degree, criminal attempt at larceny sixth degree, and conspiracy to commit larceny in the sixth degree.

Police said that at approximately 12:40 a.m. on Thursday, officers responded to apartments at 59 Burlington Ave. Police had received a complaint about two suspicious individuals in the parking lot. The complainant provided the dispatcher with a description of the individuals, the vehicle they drove off in, and their direction of travel, said police.

Shortly after the call, police said an officer located the occupied suspect vehicle at the Snow-White Car Wash of 12 Farmington Ave.  Subsequent investigation by officers revealed that the male found in this vehicle had illegally entered a parked vehicle at the apartment complex while the female in this vehicle was pulling on door handles of other vehicles attempting to enter.

Garand and Raboin were each held on $10,000 and $5,000 bonds, respectively.

Cellphone use while driving targeted by police thru Sept. 24

Bristol police have announced that they will be cracking down on districted driving starting tomorrow until Sept. 24.

Bristol police said the local department and law enforcement agencies across the state are joining with the state Department of Transportation Highway Safety Office to kick-off an Anti-Texting Enforcement Project. The project “U Drive. U Text. U Pay” will strictly enforce Connecticut’s law that prohibits motorist from texting and/or using hand-held cell phones while driving, said a press release from the police.

The crackdown will run from Wednesday, Sept. 3, through Wednesday, Sept. 24.

Connecticut has received federal funds that are being utilized to curb this unsafe driving behavior, explained the press release from the Bristol police. Law enforcement patrols in Bristol will target motorists who chose to ignore Connecticut’s hand held mobile phone ban, said the news release. The fines range from $150 for the first offense, $300 for the second violation, and $500 for each subsequent violation.

“Our goal is simple. We want to save lives by enforcing Connecticut’s tough penalties for distracted driving, namely texting while driving. During 2011, more than 3,300 people were killed across the nation in crashes involving distracted drivers,” said the Bristol police press release.

While the focused enforcement mobilization will end on Sept. 24, the news release said Bristol officers will continue to enforce Connecticut’s hand held mobile phone ban throughout the year.

“Law enforcement’s goal, with your help is to make Connecticut a safe place to live and travel,” said the press release.


Broad Street bank robbed Saturday afternoon

Bristol police responded to an armed robber on Broad Street Saturday afternoon.

Police said that at 12:04 p.m., they responded to TD Bank North, 414 Broad St., Bristol for a call about an armed robbery. When police arrived, they learned the suspect had fled the scene in an unknown direction.

Police said bank personnel stated that a lone white male stood on line in the bank and upon approaching the bank teller he handed that person a note demanding money and stating that he a gun. The suspect was given an undetermined amount of cash and fled the scene, said a news release from the police department.

Police said the suspect is described as a white male, in his early 20s, wearing a baseball cap, long dark shorts, and a long sleeve shirt. At this time, police said it is unknown whether a vehicle was involved in the incident. No weapon was ever shown, and no one was injured in the robbery, said the police.

At this time the incident is still under investigation.

 

Police officer dragged in vehicle, Springfield man arrested

A Springfield, Mass. man was arrested on Saturday afternoon after police said he dragged a police officer along a moving car when he was stopped for a violation of a protective order.

Police arrested Mussa Mwanilelo, 24, of Springfield, Mass. He was charged with assault on an officer, interfering with an officer, reckless endangerment first degree, criminal violation of a restraining order, criminal trespass first degree, weapons in a motor vehicle, and breach of peace second degree. Police said he was held on a $250,000.00 bond. 

Police said on Saturday, Aug. 30 at about 12:28 p.m., officers were called to 200 Blakeslee St., the Hunting Woods apartment complex, for a violation of a protective order complaint. The suspect was found in a vehicle within the complex. During the investigation, Mwanilelo attempted to flee in his vehicle, said police. An officer attempted to stop Mwanilelo, which resulted in Mwanilelo grabbing ahold of the arm of the officer, pulling the officer into the vehicle and driving off dragging the officer for a short distance. The officer was able to get free and suffered only minor injuries.  

Police said Mwanilelo fled the area and was later located with assistance from the Farmington Police Department and Connecticut State Police in Hartford on I-84.

Mwanilelo was subsequently arrested and returned to the Bristol Police Department, said Bristol police.

Suspect accused of trying to steal copper pipes on Union Street

One man was arrested and another suspect is on the loose following a reported burglary on Union Street on Saturday, where suspects were stealing copper plumbing.

Police arrested Carlos Rivera, 39, of 78 Collins Rd., Bristol. He was charged with burglary in the third degree, conspiracy to commit burglary in the third degree, criminal attempt to commit larceny in the first degree, conspiracy to commit larceny in the first degree, possession of burglary tools, criminal mischief in the first degree and conspiracy to commit criminal mischief in the first degree. Police said Rivera was being held on a $50,000 surety bond for arraignment in Bristol Superior Court on Tuesday, Sept. 2.

Police said that at 8:44 a.m. on Aug. 30, officers were called to a burglary in progress at 38 Union Street. Police said a neighbor called the police after witnessing two men breaking into the unoccupied home. Upon arrival of the police, a news release from the department said, the two male suspects ran from the home.

One of the two males, Rivera, was apprehended by police after a short foot pursuit. The second suspect has not been located at this time.

The owner of the building arrived with a plumbing contractor and upon investigating the damage found that approximately $20,000 to $25,000 dollars damage was done to the plumbing system. All the copper piping was cut and stacked in a room on the first floor, said police. All the radiators were also removed and stacked in a room for removal by the suspects.

The Bristol mayor’s office posted on its Facebook page that there was another bomb threat, this time at Greene-Hill Schools.

However, the posting said there was no perceived threat and the only impact will be that buses are delayed this afternoon.

The posting from the mayor stated: “This afternoon at 1:30 p.m., school officials were notified of a bomb threat left in the seventh grade bathroom at Greene-HillsSchool. The school is being evacuated. Additional information will be provided as it becomes available.”

Police have arrested and charged a student at Green Hills School in connection with a suspected bomb threat left in the seventh grade bathroom yesterday, the Bristol Police Department stated in a news release.

The Bristol mayor’s office posted Wednesday on its Facebook page that there was another bomb threat at Green Hills. The posting from the mayor indicated that school officials were notified Wednesday afternoon of a bomb threat left in the seventh grade bathroom at the school, which was evacuated at that time. Although the posting indicated there was no perceived threat, buses were delayed.

Police said in the release that “there was no actual threat and no bomb team response was requested.” By the end of the school day, students left in an “orderly fashion,” the release stated. Police also said in the release that a student was found as a suspect, and was charged as a juvenile with second degree breach of peace and first degree threatening.

Police added that patrol units will have increased presence and will perform additional checks of the schools over the next several days, according to the release.

DWI checkpoint tonight on Route 229

Bristol police have announced that tonight, Sept. 5, officers will be conducting a driving while intoxicated checkpoint on Route 229. This is part of a federal grant to help reduce incidences of DWI crashes and fatalities in the Bristol community.


Shooting at Riverside Avenue bar Sunday morning

A man was shot early Sunday morning at a Riverside Avenue bar. Although shot in the abdomen, police said his injuries were not life-threatening. Another man also was assaulted and was left unconscious, said police.

Police reported that Sunday, Sept. 7 at about 12:58 a.m., officers were dispatched for a reported disturbance at the Gate Way Café, 211 Riverside Ave. Police said several callers reported someone had been shot.

Upon arrival at Gate Way, police said officers “encountered a chaotic scene as a large number of patrons were trying to leave the cafe.”

Police said officers found a male victim who had been assaulted. He was unconscious and had obvious wounds to his face. While officers were providing medical assistance to the victim they were told that a second victim had been shot and was transported to Bristol Hospital by other patrons of the café.

Police said the assault victim was transported by Bristol EMS to St. Francis Hospital in Hartford. He was treated for his injuries and released.

The victim, who had been shot in the abdomen, underwent surgery, at Bristol Hospital, said police. His injury was non-Life-threatening.

Police said it is unclear if the two victims know each other or if the assault and shooting are related.

The shooting suspect, who had been in the establishment earlier in the evening, returned, said police. He entered through a rear door, and fired multiple shots into the crowd of people. He fled the scene prior to police arrival and has not been identified at this time.

Armed robbery reported on Lake Avenue Tuesday night

Police are on the lookout for the person who robbed a Lake Avenue convenience store at gunpoint on Tuesday night.

Police said that at 8:52 a.m. on Tuesday, Sept. 9, officers were dispatched to the Time Saver Convenience Store, 350 Lake Ave. Police said the lone sclerk at Time Saver reported he had closed for the evening and was getting into his vehicle when he was threatened by a male with a handgun. Police said the clerk told officers, the male demanded the bag he was carrying, and once he received it he fled on foot.

The clerk was not injured.

Police said the suspect has been described as wearing gray baggy clothing and a ski mask. Police said the clerk was unable to provide any further description.

Police said the thief managed to steal some personal belongings and an undetermined amount of cash.

Stolen in the robbery were some personal belongings and an undetermined amount of cash.

State senator wants change in law that let accused murderer out of prison

State Senator Jason Welch (R-31) released a statement Wednesday after Republican Senators called for a change to the Connecticut’s flawed Risk Reduction Earned Credit program.

On Tuesday, a press release from Welch explained, a judge in New Britain arraigned Arthur Hapgood, a beneficiary of the RREC, for murdering his infant niece. Hapgood was released 233 days early after he failed multiple drug tests and continued to demonstrate disturbing behavior while incarcerated.

“Justice is underway for a little girl from Bristol whose life was senselessly cut short,” said Welch in his news release. “No policy change can retrieve a life that has already been destroyed. However, the state has an obligation to change a system which released a dangerous felon, who obviously had not been rehabilitated, before he served his full term. Criminals are taken off our streets for a reason. They should stay off our streets, and the State of Connecticut should keep its promise to the victims and their families.”

The RREC is the state’s latest attempt to reduce recidivism, said the news release from Welch’s office. The program launched in 2011. Many risk reduction credit recipients have gone on to commit heinous crimes shortly after release, according to Welch’s news release. Republican Senators are looking to address this public safety concern.

The 31st Senatorial District includes Bristol, Plainville, Plymouth, Thomaston, and Harwinton.

Aaron Hernandez: I felt helpless to refuse police

FALL RIVER, Mass. (AP) _ Former New England Patriots tight end Aaron Hernandez said in a court filing released Tuesday that he felt helpless and concerned about his fiancee and their baby when police investigating a 2013 killing questioned him during a warranted search at his home.

Hernandez has pleaded not guilty to murder in the June 2013 shooting of semi-professional football player Odin Lloyd of Boston. The body of Lloyd, who was dating the sister of Hernandez’s fiancee, was found near Hernandez’s North Attleboro home.

The affidavit contains Hernandez’s first public statement on the case. It supports a motion to suppress evidence related to his cellphone, which he told police how to access.

“I felt helpless in the face of the occupation of my house by the police,” he said. “I was also very concerned about what would happen to my fiance and our baby if I refused to answer their questions.”

Hernandez said police stayed with him during the two-hour search on June 18, which involved about 10 officers. He said police asked him for his cellphone and its password. He said he gave them the password and told them his lawyers had the phone.

Hernandez’s lawyers say he should have been given a Miranda warning about his right to remain silent.

Hernandez said he and his attorneys had told police the night before they should direct questions to the attorneys.     

 

Last week, the attorneys filed a motion saying police didn’t have a proper warrant to take Hernandez’s phone from them at their office.

The attorneys filed a separate motion Tuesday challenging the warrant used for a search at Hernandez’s rented apartment in Franklin.

Hernandez, originally from Bristol, Connecticut, also has pleaded not guilty in a separate Boston case charging him with killing two men after a brief nightclub encounter in 2012
